The most important things a plant needs to grow are sunlight, carbon dioxide and water. Other than that plants need nutrients which they ideally get from soil. Unfortunately, a lot of places in the world have poor soil with not enough nutrients. Flooding washes away a lot of the nutrients from the soil leaving some plants unable to get enough nutrients to survive.
AS Jennifer says, Co2, light and water. The first two are everywhere, but water can be difficult to get in some places and at some times. If all three are available then it is often nitrogen, potassium and phosphorous that are most important. These three elements make up a lot of the proteins, enzymes and functinal components in plants so that they can perform photosynthesis and grow.
It all depends which plant you want to grow. They will all have different ideal habitats. Even at the most extreme places on Earth, in deserts, salt marshes, volcanoes and the arctic, some plants manage to thrive.
